[PyCDE] Update documentation heading, NFC. 

Apparently the heading is used in the sidebar navigation menu on
circt.llvm.org. This makes PyCDE more discoverable, and also avoids
confusion if people click on "Introduction" and are immediately led to
PyCDE, a highly experimental part of the project.
