Without the empty line after "::", the rendering is not a literal block.

Otherwise the default language highlighter does weird highlighting
in the literal blocks.

Add a link to that section from the peformance portable chapter.

Mark Dewing e741259d1b Add chapter on performance portable implementation. 
This is a major change, so it seems worthwhile to highlight in its own
chapter.
Then it also shows up in the table of contents.

Mark Dewing 4dde92a677 Minor fixes. 
Add hyphens to "OpenMP-offload-based".

Change wording in the performance portable implementation and legacy
implementation sections.  Use an implied subject rather than the
pronoun "it".  That wording sounds better to me, but I don't know how
writing guides treat this case.
