Decode transpiler target from backend data set.

This function generates `` Target` `` instance from intermediate legacy objects such as [`BackendProperties`](qiskit.providers.models.BackendProperties "qiskit.providers.models.BackendProperties") and [`PulseDefaults`](qiskit.providers.models.PulseDefaults "qiskit.providers.models.PulseDefaults"). These objects are usually components of the legacy [`BackendV1`](qiskit.providers.BackendV1 "qiskit.providers.BackendV1") model.
