Jordan Rose ea0fdfe146 Format strings: add more expression types that don't need parens to cast. 
No functionality change (the test change is a comment only, and the new
functionality can't be tested using the current test).

ARCMT Change VerifyDiagnosticConsumer so that it *must* contain at least one "expected-*" directive. As a result, for test-cases that are not expected to generate any diagnostics, an additional directive "expected-no-diagnostics" has been implemented which can then be included in such test-cases.
