[Sanitizer] Improve external symbolizer behavior.

1) Don't start external symbolizer subprocess until we actually try to
   symbolize anything.
2) Allow to turn off external symbolizer by providing empty ?SAN_SYMBOLIZER_PATH
   environment variable.
