[CMake] Add LLDB_INCLUDE_TESTS variable 

This behaves like the other *_INCLUDE_TESTS variables in CMake and is tied to LLVM_INCLUDE_TESTS so that if you're building in-tree and not building the LLVM tests, you also won't build the LLDB tests.
