IR: Add debug info flag string conversions
Add `DIDescriptor::getFlag(StringRef)` and `DIDescriptor::getFlagString(unsigned)`. The latter only converts exact matches; I'll add separate API for breaking the flags bitfield up into parts. llvm-svn: 230107
