Add aws-vault (#23637)
As recommended by @DomT4 in
https://github.com/Homebrew/homebrew-core/pull/3385#issuecomment-236302100
aws-vault should be installed via brew cask rather than
homebrew-binaries or by building from source because of the code-signing
requirement.
