Change licence to GPLv3 (and to LGPLv3 for libgimp).
Cleaned up some copyright headers and regenerated the parsers in
the ImageMap plugin.

which has a "time" property. Sets the object's name to a date
string if a time != 0 gets set. Has a compare function which first
sorts the objects with a timestamp in MRU order and then the
objects without timestamp by name.
