Michael Natterer 867da8f293 app: add gimp_context_get_foreground,background_pixel() 
which takes a Babl format to convert from/to.
Include <gegl.h> in a million places.

Alexandre Prokoudine 58016e0a02 More tooltips for tools options 
Added previously missing tooltips for options of the following tools:
Scissors Select tool, Foreground Select tool, Color Picker tool,
Zoom tool, Measurement tool, Align tool, Crop tool.

Changed a bunch of _() to N_() in Foreground Select tool's options
as per agreement with mitch.

	* all files with a GPL header and all COPYING files:

	Change licence to GPLv3 (and to LGPLv3 for libgimp).

	Cleaned up some copyright headers and regenerated the parsers in
	the ImageMap plugin.
