Change licence to GPLv3 (and to LGPLv3 for libgimp).
Cleaned up some copyright headers and regenerated the parsers in

order, made the text along path function public, factor out
gimp_text_tool_xy_to_offset() instead of duplicaing this code
three times, remove gimp_rectangle_tool_frame_item() because it
doesn't belong here.
