GimpFrame has a property 'line-spacing'. gimp_frame_get_label_spacing ()
tried to access it as 'line_spacing', so it always returned 0.
Fixing the typo should now return the true spacing value.
The GtkContainer::child signal is deprecated and it's write-only,
thus the notify::child signal won't work.
Use the GtkContainer::add signal instead.

This fixes 2 CRITICALs when creating a GimpFrame without a child. There
are reasons to create empty frames (for instance to conditionnally add
contents later, and use it as a label only otherwise).
We completely replace GtkFrame's implementation here, and chaining up
caused an infinite loop in the widget layout apparatus in some cases.
This reverts 53f34ebc0b for this file.
because it confuses gtk-doc and breaks some links. Also change the
"Index of new symbols in GIMP 2.x" sections to be what seems to be the
modern standard (looked at the GLib and GTK+ docs), and update some
other stuff.
Don't override GtkFrame::compute_child_allocation() because we
completely override all functions that call this virtual function
anyway. Consequently, there is no need to store the child's allocation
in the sealed frame->child_allocation.
